For weather and corrosion, yes: polycarbonate will not rust or pit. For heavy mechanical abuse, choose a metal or metal in-use cover.
Do plastic covers meet the outdoor receptacle rule?
Flat covers, metal or plastic, are for switches, blanks and damp-location receptacles. Wet-location 15/20-amp receptacles need an extra-duty while-in-use cover.
